PRECISE PLAN OF DESIGN NO. 08-04 – A request to convert an existing patio and dining room into 5,000 square feet of office and dining space at the Loma Linda University (LLU) Student Center. The project site is located at 11147 Anderson Street within the Special Planning Area “I” General Plan land use designation and the Institutional (I) zone.
Environmental Determination: CEQA Class 1 Categorical Exemption [CEQA Guidelines §15301(e)(2)] allowing up to 10,000 square feet of addition if the project is in an area where all public services and facilities are available to allow for maximum development possible.

Development Agreement for Precise Plan Design (PPD) No. 06-10 – A development agreement for a previously approved triplex project for a in lieu fees for affordable housing requirements. The project was approved to construct two, two-story units (for a total of three units) and a 540 square-foot addition to a 680 square-foot dwelling, and demolish an existing 400 square-foot detached garage on 0.46 acres located at 10625 Poplar Street on the east side of Poplar Street between Redlands Boulevard and Park Avenue, in a Multi-Family Residence Zone (R-3).
Environmental Determination: CEQA Exemption [CEQA Guidelines §15061 (b)(3)] allows for an exemption where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.
The proposed project and subject site are not listed in the State of California Hazardous Waste and Substances Sites List pursuant to Government Code Section 65962.5(E).

NOTICE OF INTENT TO ADOPT A NEGATIVE DECLARATION
Notice is hereby given that the City of Loma Linda City Council will hold a public hearing on Tuesday, October 14, 2008, at 7:00 p.m. in the Council Chambers at 25541 Barton Road, Loma Linda, California, on the item described below.
APPEAL No. 07-03 (Conditional Use Permit No. 06-03) – An appeal of the Planning Commission decision to deny a request to construct a 558 stall, employee overflow parking lot and athletic field with 1,000 square-foot restroom/storage unit on two, vacant parcels totaling approximately 8.0 acres in the Institutional (I) zone at the northwest corner of Benton Street and Shepardson Drive. NOTE: The applicant has substantially modified the project to reduce the parking lot to 243 parking spaces and maintain 3.0 acres as vacant. The proposal for the athletic field and restroom/storage facilities has not changed.
Environmental Determination: The City of Loma Linda proposes to adopt a Mitigated Negative Declaration for the project. Staff has found that the project will not have a significant effect on the environment with mitigation measures on the basis of the Revised Initial Study. Copies of the Revised Initial Study are available for public review at the Community Development Department Public Counter located in City Hall (address noted above) and the Loma Linda Library, 25581 Barton Road, located at the east end of the Civic Center. Pursuant to the California Environmental Quality Act (CEQA), the public review period will begin on Wednesday, September 24, 2008, and end on Tuesday, October 14, 2008. DRAFT 2008 GENERAL PLAN – The project is a revision to the City’s 2006 General Plan to implement and incorporate the provisions of Measure V, a slow growth initiative that was approved by Loma Linda voters on November 7, 2006. The revisions also include an update to 2006 Housing Element and other minor amendments to various General Plan Elements. A copy of the Draft 2008 General Plan may be viewed on or downloaded from the City’s website: www.lomalinda-ca.gov.
