The Planning Division, part of the City of Loma Linda’s Community Development Department, plays a central role in shaping the future of the community. Together with the Building Division, our mission is to guide growth and change in a way that preserves Loma Linda’s character while ensuring that new development is safe, attractive, and consistent with the City’s long-term vision.
We work to maintain a community that is healthy, economically strong, and visually appealing. This is achieved by ensuring that new projects are compatible with their surroundings, supporting reinvestment in existing neighborhoods, and planning for future growth through thoughtful policies and programs.
Services
The Planning Division assists residents, businesses, and developers with zoning, land use, and permit-related questions. Staff review residential and commercial projects, signage, parking, and home businesses, and provide guidance on development standards.
In addition to day-to-day project review, the division manages long-range planning, prepares updates to the General Plan and Zoning Code, and supports the City Council, Planning Commission, and other boards. We also coordinate with local, regional, and state agencies to align community priorities.
Development Review
Project approvals vary by complexity. Smaller projects may be approved administratively by the Community Development Director, while larger or more impactful proposals are considered by the Planning Commission or City Council. Visit our Applications and Forms page to start the process!
Since February 2021, the City has used a “matching map” system, meaning the General Plan Land Use Map and Zoning Map are fully aligned. Amendments to either map must be made concurrently to maintain consistency.
