NOTICE OF PUBLIC HEARING OF THE PLANNING COMMISSION MEETING
Notice is hereby given that the City of Loma Linda will conduct a public hearing with the Planning Commission on September 16, 2026, at 6:00 pm in the Loma Linda City Council Chambers located at 25541 Barton Road, Loma Linda, CA, 92354, to consider the following:
Review of two proposed exterior enclosures consisting of a 354 sq. ft. generator enclosure and a 337 sq. ft. hazardous gas enclosure containing a liquid nitrogen (LN2) cryogenics tank for a new cellular lab located within commercial space. The project site is located at 11185 Mountain View Avenue and has a General Plan Land Use and Zoning Designation of General Commercial (C-2).

Environmental Determination: The project, as proposed, qualifies for a Categorical Exemption, under Section 15311 Class 11, from the provisions of the California Environmental Quality Act (CEQA) and is determined to not have a significant impact on the environment.
Presence of the Site on Lists under Section 65962.5 of the Government Code: The proposed project and subject site are not listed in the State of California Hazardous Waste and Substances Sites List pursuant to Government Code Section 65962.5(E).
Public Participation: Notice is further given that all persons interested in speaking on this item may appear at said time and place and be heard. You may also submit your comments in writing and deliver your letter to City Hall or send via email to the Planning Division at [email protected] no later than the hearing date and the close of the business day (5:00pm). If you challenge the resultant action of the hearing in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the city at, or prior to, the hearing.

Council Bill No. O-2026-12: A N ORDINANCE OF THE CITY COUNCIL OF LOMA LINDA, AMENDING TITLE 17 (ZONING) OF THE LOMA LINDA MUNICIPAL CODE TO ADD CHAPTER 17.121 (DENSITY BONUS), ESTABLISHING REGULATIONS GOVERNING DENSITY PROVISIONS AND IMPLEMENTING PROGRAM 3.1 OF THE 2021-2029 HOUSING ELEMENT IN COMPLIANCE WITH STATE DENSITY BONUS LAW PURSUANT TO CALIFORNIA GOVERNMENT CODE § 65915 THROUGH 65918, AND AMENDING IN PART CHAPTER 17.30 (ADMINISTRATION) OF THE LOMA LINDA MUNICIPAL CODE TO REPEAL SECTION 17.30.380 (PROVIDING ZONE FLEXIBILITY TO ENCOURAGE SMALLER AFFORDABLE HOUSING UNITS THROUGH THE USE OF BONUS DENSITY OR ALTERNATIVE INCENTIVES.)
