STUDY SESSION NOTICE WITH PLANNING COMMISSION: HOUSING ELEMENT IMPLEMENTATION
We want to hear from Loma Linda residents and business owners! The City of Loma Linda will host a Planning Commission Study Session regarding proposed zoning amendments necessary to implement the City’s 6th Cycle Housing Element and be compliant with State law. The aim of the study session is to review and solicit feedback on preliminary findings on barriers to housing development across the City, particularly in the R-2, R-3, and I-HC zones.

NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION AND PUBLIC HEARING NOTICE OF CITY COUNCIL
Notice is hereby given that the City of Loma Linda will conduct a public hearing with the City Council on April 14, 2026, at 7:00 pm in the Loma Linda City Council Chambers located at 25541 Barton Road, Loma Linda, CA, 92354, to consider the following:
A request for the development of approximately 4.3 acres to construct two fast food restaurants with drive-throughs (1650 sq. ft. and 1800 sq. ft. respectively), a 6,900 sq. ft. convenience store with a gas station, and a four-story 59,712 sq. ft. hotel use. The project also involves the review of a Tentative Parcel Map (Map No. 20665), General Plan Amendment with a Zone Change to change the land use designation from Business Park to General Commercial (C-2), a Conditional Use Permit to allow for the uses on site, and a Master Sign Program.
Project Location: The project site is generally located at the northeast corner of Mountain View Avenue and Business Center Drive, adjacent to the Interstate 10 Freeway, and is located within the Business Park (BP) Land Use Designation and Zoning, but to redesignated to General Commercial (C-2) upon entitlement approval.

Environmental Determination: The City intends to adopt a Mitigated Negative Declaration (MND) for the Mountain View Business Center project. An Initial Study was prepared in accordance with the California Environmental Quality Act (CEQA) to evaluate whether the project may result in significant environmental impacts. Based on the analysis, the City has determined that all potential impacts can be reduced to less-than-significant levels through the incorporation of mitigation measures. Accordingly, an MND has been prepared. The MND is available for public review on the State of California’s CEQA database at: https://ceqanet.lci.ca.gov/2026020748. The State Clearing House Number for the project is: SCH No. 2026020748. The project was reviewed by the Planning Commission at the March 18, 2026 meeting, with the Planning Commission recommending approval of the project and adoption of the Mitigated Negative Declaration (MND).
Presence of the Site on Lists under Section 65962.5 of the Government Code: The proposed project and subject site are not listed in the State of California Hazardous Waste and Substances Sites List pursuant to Government Code Section 65962.5(E).

Review of architectural elevations and site configuration for a proposed Rehabilitation Hospital. The project includes one building totaling approximately 99,113 square feet, with 80 beds, 120 parking spaces, and associated site improvements on a 5.83-gross acre parcel. The project site has a General Plan Land Use and Zoning Designation of Institutional-Healthcare (I-HC).
Project Location: The project site is located at 11207 New Jersey Street and is generally east of New Jersey Street and south of Orange Avenue. The project is also located to the north adjacent to the Loma Linda University Surgical Hospital.
